A registered charity, the Belomarkovic Charitable Foundation helps those who cannot help themselves.
We stand up for the well-being, human, civil and legal rights of vulnerable groups who lack the capacity for self-care and self-protection, including the elderly, people nearing the end of life, and disadvantaged and marginalized populations.

As defined by the mission of our Foundation, we support numerous projects and charitable initiatives across Canada. Throughout all the endeavors we are a part of, there is a fundamental focus on individual dignity, the protection of human rights, and improving the overall well-being of the most fragile members of our society.
Our Mission
The Foundation is on the mission to promote, support and advocate for the human, civil and legal rights of vulnerable groups of people who lack the capacity for self-care and self-protection with the purpose of advancing dignity and improving the quality of their lives.
We are committed to the principle that all people are created equal and that every human being has the right to be treated with dignity and respect no matter what their circumstances.
Grants to Create Change
The Foundation provides grants to charitable organizations and qualified donees who work to:
- Combat abuse towards the elderly and terminally ill, as well as the mistreatment and negligence which take place in elder care facilities, hospitals, and hospices by:
- Assisting with, and eliminating problems of abuse, negligence, discrimination, and dehumanization
- Raising public awareness around elder abuse issues, and promoting information-sharing among those involved in abuse prevention of the weak and frail
- Developing educational and training programs to increase knowledge, improve attitudes, promote care and reduce health professional and caregiver omissions towards the elderly and patients nearing the end of life
- Lobbying and advocating for the mainstreaming of people’s rights and privileges who have fragile health conditions so that they may receive adequate care and services which are proportionate to their needs
- Ensuring populations of these vulnerable groups remain full members of society for as long as possible by providing adequate resources and information about available services to live their lives with dignity
- Provide care and support to individuals with physical and mental disabilities by:
- Assisting with and eliminating problems of abuse, negligence and discrimination
- Enabling access to assistive technology, necessary services and medical care, special education, housing, employment, community integration, voting, and rights protection
Our Programs
The Foundation supports a broad range of causes and charities across Canada directly involved in promotion and improvement of quality of life and access to care for the most disadvantaged and vulnerable peoples, whose sustenance and aliveness depend on others.
We currently invest in three program areas. Each involves a partnership with grantees who are making a positive difference, gaining new insights, giving a voice to major issues and joining with others to achieve measurable impact.
In addition, we make grants for special projects and address other timely problems, such as challenges related to the COVID-19 crisis.

Bring Elder Abuse Into the Light
Elder abuse and the neglect of older adults by people who are responsible for their care is a largely undetected and more common problem than most of us realize. In general, too little is known about elder abuse in elder care facilities and how to prevent it. Many risk factors remain contested, many cases go unreported or unrecognized as abuse, and the consequences and evidence about how to respond to and prevent elder abuse are limited.
Elder abuse is a major detriment to a person’s quality of life as it is associated with a range of serious health consequences from physical injuries, impairments, long-term psychological problems, and increased risk of hospitalization, institutionalization, and premature death. No one should suffer from poor treatment during their final chapters of life.
The Foundation supports charities directly involved in:
- Raising public awareness about elder abuse and neglect in elder care facilities and hospitals
- Preventing, detecting, and addressing elderly mistreatment
- Strengthening the caregiving and health workforce with a special emphasis on primary care and health for the ageing and elderly
Dying with Dignity
The presence of inadequate care and inhumane treatment of the terminally ill and patients approaching the end of life in hospitals and end-of-life care environments, or their own homes is a reality that needs to be addressed and prevented. It is a basic human right to die with comfort and dignity, and yet too many are dying without dignity, and the proper and vital care they need in their final moments. This problem is widely present but remains unaddressed as the healthcare system provides inadequate consideration of the problem in sharp contrast to accepted medical and ethical standards.
The Foundation is interested in supporting projects with tangible, measurable results, aimed at alleviating the suffering of terminally ill patients and combating medical neglect in hospitals and end-of-life care facilities by establishing systems that will monitor, investigate, prevent such occurrences, and find accountable those who failed to deliver adequate care and breached human rights norms and ethical principles.
Empowering Children with Special Needs
One of our mission streams is to help overcome a variety of challenges that people with disabilities face in our society. We are committed to improving the lives of unprivileged children and young adults affected by developmental and learning disabilities.
The Foundation invests in projects related to enabling adequate education, learning assistance and other necessary support to the children and young adults with developmental disabilities such as epilepsy, autism, down syndrome, cerebral palsy, and intellectual disability. Our projects share the same goal: to give our youth the ability to become independent, functional human beings, skilled workforce and to live lives with dignity and respect.
Our Grant Policy
We fund registered Canadian charities aligned with the goals and strategies of our programs and initiatives. Grants are awarded solely for charitable purposes to organizations identified by the Foundation.
Generally, the Foundation does not accept unsolicited letters of inquiry, but from time to time, the Foundation invites letters of inquiry and other types of proposals through open processes. The Foundation does not fund individuals, scholarships, for-profit organizations or non-profit organizations that do not have charitable status or whose activities are not charitable. Our funds are used only for purposes consistent with our status as a nonpartisan, charitable organization.
